The transition from GLAD to PCDA marks a significant milestone and opens a wide range of new opportunities. As we shift from operating as an international non-governmental organization to becoming a national civil society organization, we strengthen our proximity to local communities and deepen our ability to engage directly at the grassroots level. This change enhances our ownership of development initiatives, broadens leadership opportunities, and reinforces our commitment to building local capacity and long-term sustainability.
Becoming a CSO reflects our dedication to localization and our belief that development efforts are most effective when driven by local actors. This direction aligns with global trends that prioritize locally led development and the decentralization of aid.
Operating as a national CSO also allows us to respond more rapidly and effectively to the country’s priorities. It provides greater flexibility in adapting to local issues and government policies, while creating more space for local leadership in both decision-making and implementation. This environment empowers our staff to take initiative, lead key activities, and actively shape the organization’s strategic direction.

Since 2012 the German Lao Association for Development (GLAD) has been operating as an International Non-Governmental Organization in close cooperation with the Deutsch Laotische Gesellschaft (DLG e.V.). With the support of various German donors GLAD provides its know-how in project management to their local partners. GLAD’s main objective is to strengthen the capacity of communities in rural areas trough implementing programs specialized in the field of education, agriculture and improvement of small infrastructure projects.
As GLAD, we’re completing our ongoing projects with dedication. Here’s a short recap of what we’ve recently accomplished with your help:
Since January 2024, our community programs in the southern provinces of Salavan and Sekong have achieved meaningful progress. Thanks to your support, over 550 children in our target villages now attend kindergarten regularly, where they enjoy balanced, nutritious lunches five days a week, and receive health check-ups. By training 39 teachers on the government’s new early childhood education (ECE) curriculum, we ensured that children learn and develop in an age-appropriate manner.
Additionally, more than 1800 parents and household members learned about early childhood education, nutrition, hygiene, and health.
Farmers also gained new skills, with 132 receiving training and starter kits to improve their work with fish, livestock, and vegetables. The same group was trained as cooks and now takes turns preparing the children’s daily meals.
On the infrastructure side, we completed five new kindergartens, renovated two, and equipped all seven with clean water, sanitation, and hygiene products. Furthermore, we finalized two community learning centers with your support.
