Terms of Reference for a Short-Term Consultant for Develop video documentaries on stories of change.

This is the Video of the project “Kindergartens and early childhood education for the development of rural communities of marginalized ethnic groups” – for the period from 01.07.2023 – 31.08.2027.

The project is mainly funded by Solidarity Service International (SODI) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the German-Lao Association for Development (GLAD).

1.   Project short description/ project goal

Kindergarten and early childhood education are fundamental to advancing the development of rural communities of marginalized ethnic groups in Salavan Province and contribute directly to achieving Sustainable Development Goal 4, which calls for inclusive and equitable quality education for all. Delivering high-quality early childhood education programs integrated with nutrition and basic health services addresses structural barriers that ethnic minorities often face in accessing education.

These interventions also support broader and sustainable village development by strengthening local governance structures, such as Village Education Committees (VECs), raising awareness among parents and local authorities, and improving smallholder agriculture and market access. The project focuses on upgrading daycare center infrastructure, enhancing the quality of early learning and care, and promoting active parental engagement while reinforcing institutional support from communities and local authorities.

The project is implemented in seven villages: Donkhayoung, Tuk Luk, and Dindak (Toumlan District), and Lahang, Achungyai, Meokao, and Meophatthana (Samouay District). These villages are predominantly inhabited by marginalized ethnic minorities. The initiative has successfully established a strong early childhood education program with the active participation and support of 6,128 community members.

2. Purpose of the Assignment

GLAD is seeking a professional Videographer or Video Production Team to produce one (1) short documentary films highlighting the project’s success stories and structural transformations. The documentaries will focus on key project beneficiaries, including kindergarten children, VECD members, parents, and community cooks.

3. Objectives of the Consultant

The objective of the consultant is to produce a high-quality video documenting the success stories of the target kindergartens, to be used for project communication and visibility purposes.

4. Scope of work

The assignment will be conducted from July-August 2026 (total of 10 working days).

The videographer/team will:

        Planning and Coordination:

·       Conduct preparatory work, including review of relevant documents and coordination meetings with GLAD staff;

·       Attend meetings at the GLAD office in Vientiane;

·       Collaborate with GLAD to identify key individuals, groups, and interview the target group that benefits from the project.

        Fieldwork:

·       Visit 3 kindergartens/villages within the two target districts (Toumlan and Samouay);

·       Conduct interviews with beneficiaries, community members, and stakeholders, ensuring a culturally appropriate approach.

·       Capture high-quality video footage that reflects the themes of kindergarten children, Village Education Committee Development (VECD) members, parents, and cooks.

        Production and Reporting:

·       Develop a minimum of two video documentaries (8 minutes each) featuring stories of change.

·       Ensure that all content aligns with GLAD advocacy goals and adheres to the branding guidelines of GLAD.

·       Submit a final report summarizing the documentation process, key findings, and recommendations for future advocacy content creation.

5. Deliverables and Technical Requirements

The contractor will be responsible for delivering the following:

  • Full video production and post-production, including scriptwriting, filming, editing with professional-grade visuals and transitions, audio balancing, bilingual subtitling (Lao and English), format exporting, and archiving.
  • All video content must meet high-quality production standards, with recommended formats:
  • Format: HD 1080 (16:9), 25p / 29.97p / 30p;
  • Use of professional video recording equipment and editing software;
  • Editing footage in line with a script approved by the GLAD focal person;
  • Recording and editing of narration/voice-over as required;
  • Integration of subtitles when necessary;
  • Final audio balancing and export in formats suitable for TV, web, and other media;
  • Clear identification of interviewees (name, age, location, and relevant details);
  • Deliver raw footage, unedited Video, and final products for GLAD archives and future use.

 

6. Qualifications and experience:

The videographer/team should meet the following requirements:

  • Minimum five (5) years of professional experience in videography and video editing;
  • Proven experience in producing and editing short documentaries, storytelling videos, or public service announcements (PSAs);
  • Proven experience in video production, particularly for development or advocacy projects.
  • Proficiency in professional video editing software (e.g., Final Cut Pro, Adobe Premiere Pro or equivalent).
  • Strong storytelling, narrative development and interviewing skills.
  • Experience working in rural or community-based settings in Laos or similar contexts.
  • Proficient in both written and spoken English and Lao.
